There are different methods that can be adopted for asset management.17 Banks can manage them directly or impaired assets can be transferred to Asset Management Companies (AMCs), either public or private.
As a general matter, a bank should be in a better position to manage problem assets than a centralized AMC because of the bank's knowledge of the borrower and the ownership of loan files and collateral.
However, successful workout of loans requires specialized skills and resources that may not be present at an individual bank, so in some circumstances AMCs may be better at disposing of troubled assets.
Empirical studies indicate that AMCs are most successful when they have narrow mandates.18 It may be necessary for the resolution authority to enter into loss-sharing agreements or partnerships with private entities to take on the sale of failed bank assets if there is no ready market to absorb troubled or nonperforming assets.19
